Apple recently released a new line of M series chips. These chips now power nearly the company’s entire Mac lineup, including the original and capable M1, to the overpowered M1 Ultra. But Apple isn’t the only company interested in PCs based on ARM architecture; Microsoft also wants in and is attempting to push Arm development on Windows. That’s why the company released its first Arm-based desktop computer: Windows Dev Kit 2023.
All of this tech makes for a powerful machine that’s ideal for AI. It features a top-of-the-line processor, with an accompanying GPU that delivers rich graphics and powerful processing capabilities. It comes equipped with blazing RAM, loads of storage, and is relatively power efficient.

Windows Dev Kit 2023 is designed for developers and programmers who need CPU performance up to 8-cores and GPU performance up to 8 GBs. If you’re interested in a mid-range computer, then Windows Dev Kit 2023 can be the right fit. It offers gigabit Ethernet, two Thunderbolt 4 USB-C ports, two USB 3.1 Gen 2 ports, an HDMI port as well as a headphone jack. You’ll also get 256GB storage and 8GB of RAM, which is half the memory and 4th in storage capacity from Volterra’s M1 Mac mini.
Of course, specs on paper aren’t everything. Apple has proven M1’s potential since its introduction, even with basic specs like 8GB of RAM. In testing, the M1 greatly outperforms the Snapdragon 8cx Gen 3 and it even compares when running Windows in a virtual machine – winning in single-core and nearly tying in multi-core.
Microsoft’s latest dev kit isn’t targeted at software developers specifically. You can buy this device without having to prove you’re a developer, which means that for $19, you can create a developer account in an easy and painless way.
The purpose of this product is for developers to test and use Arm architecture. With the rising popularity and speed of Arm, not all software providers are optimized or compatible with the platform. Microsoft hopes that by creating a developer kit overflowing with compelling features, they can increase the number of native apps on their platform.
There isn’t really a product like the Arm Machine on the market, and there aren’t many other small form factor devices at this level of performance (as far as specs go). For Arm-based work, you can find devices for less, but the closest would be either the Beelink GTR 5 or M1 Mac mini.
If a positive response to the boxes is given, we could see Microsoft making this PC available to consumers in the future. A true competitor to Apple’s Mac mini would be a welcomed addition to the market.
The Windows Dev Kit is available in Australia, Canada, China, France, Germany, Japan, the United Kingdom and the U.S.
